Because it is often a matter of subjective judgment and causes general discourse to degenerate into ad hominem slinging almost instantly. As a society we have ways of handling bad behavior, and while language like that is a part of it, it’s considered a method of last resort. If someone is jorkn it in public it’s acceptable, if someone disagrees with you about something we generally don’t want to escalate to that level.
