So depending on country, it’s not hard to create a religion (there are a lot of more unique ones out there if you look, one of the more famous is the church of the hint claw) the tricky part is getting recognized by the country you’re in. And also getting people to actually believe it and not just as a joke

For the current state of religious practices, the forming of a new religion would be almost impossible, as there is no figure head. The best odds would be forming a religion around a normal person as there massing
