Heat the outer cylinder to a safe heat, cool the inner cylinder so that it contracts in size, while making the outer cylinder also expand slightly. At this point you will have the best odds of yanking it out

You can use a blowtorch on the plastic, it should melt away and leave the cylinder intact

Ah I see. If you put the tube in a vice and twist the cylinder with a pair of vice grips you should be able to twist it out if you use enough force

Due to another object attached at the cylinder's base it is difficult to have a range of motion large enough to twist it

Try putting the tube in a vice and simply suspending the cylinder below it. Pulling the cylinder might free it
