Just be polite and open and honest. Most girls would be fine if you just came up, stayed a respectful distance away (aka don’t be sidling up and touching her or getting in her space) and just say “hey I’m (name) and I think you’re cute and I’d love to hang out sometime”. Or wtv something like that. Introduce yourself, lead with a compliment (an actual one, like say her dress is pretty or you love her shoes/hair/makeup/nails or whatever), and then ask.

Sneak up behind her so she doesn’t see you coming.

Biggest thing to keep in mind is she owes you nothing, so if she says no or seems uncomfortable, just walk away. Don’t ask again or argue or get upset or anything. At most you can say smth like “just thought I’d ask, have a good day” but just leave.

Also if you don’t want to ask right off the bat and you see her often, you could just do the compliments and then if she’s okay with it start having conversations. She’ll probably be more comfortable if she’s interacted with you a few times first. Just don’t let it go on for too long before asking bc you don’t want to lead her on.

probably getting too specific but does the rule of threes apply here?

as in, compliment her at most 3 times on 3 separate occasions, then make a move?

That’s a bit too technical lol. If you compliment her once and she seems super into it, maybe you just go straight into the ask. Or maybe it takes you a couple of conversations until you feel comfortable. If three helps you then go for it, but mainly just do what feels right while staying respectful
