If a road is looking to take longer than 15, I know the foremen make sure to get the correct permits; at least for us. You are 100% correct about the 15 or more law

well im not a flagger but by law you can shut down traffic without an emergency for 15 minutes without having to let it flow

if theres an emergency they will pull permits no need to worry about that

that’s as a flagger. they’re saying you could pull a permit in arrears as just a layperson, which depends by state, but is not the case in any state i’m familiar with.
