She’s allowed to ask to cuddle and you’re allowed to say no. You’re allowed to ask to make out, and she’s allowed to say no. Some people feel comfortable with cuddling and may not want to make out yet or ever. Not wanting to engage in intimate activities doesn’t mean someone is stringing you along, it just means they don’t consent to it right now
