Plenty of things are commodities that we still regulate the hell out of (food, water, medicine, electricity) because letting pure supply and demand run unchecked on basic needs produces bad outcomes. What’s good for REIT shareholders is net asset value. More assets = higher net asset value. Shareholders want to buy REIT at a discount to nav and they would prefer capital appreciation (untaxed untill realization) versus a big dividend (taxed heavily). So yes, the incentive is actually to grow the book and build more. Sorry !
