sometimes over washing your face can cause your skin to rapidly produce oils to replenish your pores after you strip them. Also, the lotion you are using might start to become oily when you start to sweat/you're hit with humidity. try a routine for 2 weeks, and if it doesn't work, adjust and try again. I've heard a lot of people have success with cerave for oily skins and dove hand soap (funny enough)
You need to go to Ulta and ask them that same question. Getting a product recommendation at the same time. I think you should use a toner before the moisturizer. Maybe a mattifier in your moisturizer. Or one before the moisturizer. The moisturizer could be making your skin oily too. Where you need to change moisturizer

I have used toner from the ordinary and it worked but really irritated my skin for a bit and that made me not routinely use it and also not really bother to try another. I have almost the whole bottle left and it’s turned yellowish now which I’m assuming means is no good anymore.
for context, i'm a man, so I use really minimal products to make sure i'm not excessively messing with my skins natural functions. with makeup it can be tricky, but what i've learned from my sister is be diligent about making sure your face is clean when you go to bed (have a clean pillow too) and be gentle; your skin WANTS to have balance, and you just have to help it get there. That's what she said at least
