That’s not true. Schools have to follow federal guideline’s in order to be federally funded.

i blame that on underfunding the education system and bad parenting. we all learned fractions in school, it’s a matter of it being taught by teachers who are paid enough to be well-educated and being able to return to an environment in which the gaining of knowledge is rewarded
