This applies to in town driving, on the highways there’s a different set of rules

In Florida, this actually only applies to 3+ lane highways. And if you are driving the speed limit but people are speeding trying to pass you, the speed limit driver is the bigger danger. This is because passing on the right is statistically more dangerous, so by not moving out of the way, you are creating more opportunities for an accident.
