You’re never too “busy” to respond to a text. Either you forget, or you ignore it

That's just not true. There are lots of jobs that don't allow you to use your phone on the clock, and personally there have been many times in my life where I've had several time sensitive tasks one after the other and I genuinely can't spare 5 minutes. That might be true for you but it's not true for everyone.

generally I try to respond thoughtfully to what people text me, but yeah if you mean like "ok" or "hi" then yeah that only takes 5 seconds
