This is considered a major draw for My Hero Academia I’d say many JoJo villains grow in power over their respective parts (one part also kind of hinges on this idea)

One punch man’s plot is the opposite of this, but the villains don’t really experience growth themselves that much. Bleach has some really good cases of villains that get stronger throughout
