The only role they could play would be an anti-quirk role. Overhaul already filled that role, however I do see a way to make it work.

A hero equipment manufacturer lost a loved one (probably a child) in an accident involving a civilians quirk went out of control and a hero got too cocky. They would then set up a black market putting quirk enhancing prototypes out on the streets, both with the intention of creating more chaos for the heroes to deal with and to show the world how dangerous quirks really are.
