Promised the 4th homage he would look after Naruto and instead of: taking him in, giving him to the Uchiha to raise which would have greatly improved the villages relationship with them, Given him to his godfather Given him to literally any other capable clan, Or even changed his surname to do so safely

Then later blames him for acting out for attention because legitimately everyone hates him for existing since Hiruzen decided to tell everyone that this child has the nine tails inside him despite the fact that pretty much noone else was aware of that but him.
