Honestly I think it depends on the fan service! If it’s like Fire Force and there’s so much fan service then it’s too much. I do think fan service can be done properly, it just shouldn’t dominate the show

Not every anime has fan service. And depending on the frequency and how bad it is, it can actually hurt a show.
