In a literal sense maybe, since technically yes it’s a group of countries. But I mean America is essentially right below the gorosei in terms of power but abound everyone else, and they hand a ton of colonies/bases all over the world, were until recently the basis of the worlds currency, and pretty much dictates who is labeled as a “terrorist” nation
