Issue with Siri speaking out loud sometimes and other times not at all ⬇️

It makes sense to me that if I hold the sleep button to summon Siri that she wouldn’t speak loudly because I’m holding the phone right next to my face, but if I summon using “Hey Siri” she would speak loudly because it’s obvious I’m not holding my phone at the moment… Why does she sometimes do vice versa?
