Gotcha, I would start gathering evidence to give to law enforcement and then they can open an investigation into it. Don't engage with the man, just continue blocking him

In addition you can filter the messages for unknown numbers so they don't bother you as much (google does a better job than me explaining how to do this on an iphone)
