Idk who told you this but the penis grows through childhood into puberty. Babies aren’t born with their penises at maximum growth capacity, and penis length is determined by multiple factors like genetics, hormone levels, and environmental factors

Yeah. The term doesn’t necessarily mean how hot/cold it is outside, it more so refers to the environment in which the child is raised. For example, if they live in an area where there’s lead in the water, that would be classified as an environmental factor
