I think both are valid compliments, but I also think that cute is a much more comfortable compliment for someone you aren't intimately familiar with. The sexual connotation behind "hot" (as #1 mentioned) definitely comes off differently, and it's something my partner and I only really say to each other. Or about fictional characters. But y'all ain't ready for that conversation.

i don't call random people "hot," because it will likely come off disrespectful. cute is safer imo. i only call someone hot after i've gotten intimate with them physically

This. Cute is a wayyy better compliment than hot. To be honest hot girls aren’t even all that attractive to me. I’d prefer a cute girl a millions times more than a hot one and like #1 said hot has more of a connotation of you’re good for sex but that’s about it vs cute which is definitely more wifey. I don’t really know how to describe it other than a hot girl all you think about is sex but with a cute girl just looking at their smile makes your day
