Delivered is different from read. He genuinely might not have seen your text. I would text again and see if he keeps ignoring you.

He definitely could just be busy! I have a busy schedule sometimes and even though I am normally responsive, when that happens, I can take a while just because when I am doing a lot in-person or studying, I try to be fully away from my phone
