He enjoys your company. He does not want to be your boyfriend. If you are wanting him to be anything more than what you are currently, you are setting yourself up to be disappointed.

Could be either, you’d have to ask him. But if you want him to be your boyfriend, he’s saying no either way, the distinction doesn’t really matter.
