You may have to initiate conversations with him I’m ngl. Sitting next to him more often than not would also probably help

Sit by him and try chatting with him, if people generally don’t approach you you’ll need to be the one to start talking with him. Try being open

I'm not gonna lie, how the fuck does getting someone's number ever go anywhere? Getting to know someone 1 on 1 over text has just never panned out for me. It's always started with engaging in shared interests together or a group chat first
