The weapon used in the Vegas shooting wasn’t an AR15 with a bump stock, it was a machine gun, most likely an M240B. Semi auto rifles with bump stocks cant fire nearly as quickly or consistently as the weapon heard in videos of the attack.

Real machine guns are and were extremely hard to get. At the time bump stocks were controversial, so the theory goes that bump stocks were blamed to force legal action to ban them, which ended up working.
