Context matters a lot. Even minding your own business could seem like possible creep behavior if you are walking at night. In the dining hall though, people are usually more relaxed and open to socializing. Tell her in a brightly lit area in public, near other people, when she’s clearly not wearing headphones or busy working.
I was outside flyering for an organization when a guy came over, listened to our spiel, went to shake my hand, and playfully tugged me in his direction. He later approached me in the dining hall to ask me out. I had a boyfriend already, but I haven’t forgotten that random person. Would recommend this flirting technique. Wish I’d thought to give the guy feedback, and I hope he found someone.
^ What I liked about this approach: (1) I was in public both times he approached, (2) he was respectful, (3) I was clearly trying to interact with people when he approached the first time because I was flyering, (4) it was creative. You might just be trying to give a compliment, but the same applies to that as well.
