Why is she refusing if she agrees you need one?

you’ll need to find a different doctor, but esas are not like service dogs, unfortunately anyone can deny you access to one for any reason, and the doctor’s note is merely a suggestion.

She says she’s never written one before and doesn’t want to put that she would go to court for me

You can give her a template from online, that’s what I did with my doctor. There shouldn’t be anything about court though

Are you able to send the template you used??

Okay so your doctor is sketchy as fuck. I would email the doctors office and have them put it in writing as to why she won’t write the note. Something like “ as per my conversation with Doctor such and such, he/she said that they would not be willing to write me a note verifying and and supporting my need for an ESA due to have no previous experience, writing a letter for that purpose and unwillingness to go to court and the verify information.”

And go from there. Find a new doctor. And make it clear that you want the office to provide clarification on why there is no protocol/previous training that the doctor has received for writing notes for patients in cases where they need emotional support animals.

She just messaged me back, and said that no other provider willing to do it for me, because it’s entirely up to my provider if she is comfortable and willing to write me a letter. I had two fucking appointments with her today, and she charged me $500, just to be told that she’s not comfortable.

I called my insurance, and they told me that they have to wait until the actual bill comes into their office

I have an appointment tomorrow with one of their care advocates. Who was able to get me an appointment with a provider who would be willing to write this letter?

At least in my state, the note is a legally binding prescription and cannot be denied by anyone unless the ESA is proven to be a nuisance. But a doctor can absolutely take their time or outright deny writing that letter just like they can deny filling a prescription
