And it’s not so much a hypothetical iirc the UK has a form of outpatient re-education for people deemed at risk of doing those crimes, it’s called PREVENT and I think it should come to other countries too. The Biden administration was also setting up a task force to do similar things but they ended up getting voted out so nothing happened

You teach them young when minds are still malleable, incorporating social emotional learning standards. As you get older people tend to get set in their beliefs and ways. The post high school going into college range is when a lot of that solidifying happens bc you're finally (in most cases)out on your own for the first time.
