It’s generally perceived as unwanted advances when a man doesn’t make his intentions immediately clear. Although I personally don’t agree with this.

Make active conversation, immediately dive into a topic. Compliment them (in a non weird way and not about their bodies) if it’s a dating app. If it’s not and you got their number from an event reference the event and who you are.
