There’s other agencies where the “not everyone” thing can hold up but ICE specifically is a de facto secret police force. Just had to check my facts real quick, there is significant disparity in the amount of ERO plainclothes raids on non-criminal targets in different states, my mom was the field office director for USCIS (they grant (citizenship) for my state and in those positions, where you report to people who report to people who report to the president you can only dig your heels in so much before chain of command brings in someone who won’t.
The census is important, but good data doesn’t require unlawful removal of people with visas or a political stance the administration doesn’t agree with.
