The question of submissive/dominant has a lot of interpretations but in many examples the dominant gives clear signs of protectiveness and desire for the submissive. In that sense I do think nature/biology play a role. There is also something to be said about the vagina and periods. Women experience pain in association with sex/sexuality a lot. Naturally periods and birth are both painful. A submissive preferring to have a trusted protective dominant inflict that pain can be arousing
I think women have vaginas and clitoris's and those sexual organs are designed to lead to a reproduction in which women are vulnerable for a 9 month period. Therefore natures solution to that biological reality is to make women feel aroused by the thought of a man who deeply desires to protect her from other men/predators and protect any children she might have. This leads to women's "desire to be desired".
If you are a man asking these questions try to activate the empathy part of your brain and you can start understanding how women are different from you. For you, your penis pretty much only ever feels nothing or feels good. For women, our vaginas regularly do not feel good. Thus we have different experiences and relationships with our sexual oragans.
