personally i find that good head is mind blowingly pleasurable. not good head can be pretty meh. if you’re able to get yourself off with clitoral stimulation then it should be possible for someone else to.

Lots of people here are saying he’s bad at giving head, which honestly could be true. But understand not everyone gets pleasure the same way. Everyone is unique and sex is much more of a mental thing than a physical thing. The bottom line is just to focus on communication and talk to him about it rather than ask a bunch of strangers on the internet that all have their own completely different and unique lives.
