Well it really depends how we see this: if we view it as % inaccuracy, sure it’s roughly 10.5% off of the true value. However, if we view it numerically as only 2 off, then it depends on the context and scale. Are we dealing with SI units of kilo? Mega? Or micro? 2 might be an insignificant difference for some contexts, while it could mean the world in others. So, in other words, he really might not be off by that much
