I’m unfamiliar with the character, but as a crafter an easy way is to get fake hair that matches your own, wrap it around foam cones/cut down a block of foam to make the horns the shape you want, then glue them to a headband

I’m sure there’s tutorials online but probably wrapping the hair around itself if it’s long enough or around an object otherwise, and lots of hairspray
