My all-time favorite low-stake fantasies are Howl's Moving Castle by Diana Wynne Jones and Half a Soul by Olivia Atwater. I also really enjoyed To Kill a Kingdom by Alexandra Christo. Sci-fi tends to be inherently more high stakes but the most low-stakes silly sci-fi I can think of is Starter Villain by John Scalzi. I also LOVE Project Hail Mary by Andy Weir - it's a bit higher stakes in that the sun is dying and the main character is tasked with finding out how to fix it but I enjoyed it a lot!
