work on answering the unknowns first while you try to figure out the key points of the narrative you want to tell. If it’s a new world you are creating, make it feel lived in by creating factions and what the status quo is. The romance is important it should built into an existing world/plot rather than the other way around if that makes sense.

Like maybe it’s a fantasy world where the magic has recently been reformed/formalized, and the protagonist is either on the institutional side or the apostate side of this conflict of the love interest who is from the other side.
