Why does my insurance have to process a referral before I can even get scheduled with a specialist??? If my pcp says I need to see them why should my insurance company get to decide if it’s necessary 😭

My pcp tried to prescribe me a non-steroidal med until I could get in with a specialist(I always get worse after steroid courses) and my insurance denied it because my condition was apparently too severe and required the steroids
