does a team have to be good to join FBS? Or is it just about money? I saw Sac State get destroyed by UC Davis a couple weeks ago. Genuinely curious

no, but usually they need a conference invite. sometimes they can get exemptions (liberty), but the conference is why sac state is reaching out to the mac.
