It’s not literally. They mean that men have “womb envy” with their desire to create life all the time and be in control while bashing women for being able to create life without issue even if they view them as inferior. Ofc this isn’t every single man ever but that should be a given. Women having “Dick envy” even to me makes no sense unless we are talking about just being a male and having all the same privileges as them..because otherwise there’s not much to desire outside of sex
