Well yeah you gotta build up to it. Someone’s always gonna love the other person first in a burgeoning romantic relationship. If you can’t read the other person’s emotions and gauge their feelings enough to know when the right time to drop the L word is, then what you’re feeling isn’t love, it’s just infatuation.
