Don’t be surprised by Cornell. White men have been raping for centuries, only a few ever get punished. Imagine if this was a POC man, would they have been let go that easily?

I can say yes. I was raped by a POC and no one believed me. When I was raped by a white guy they believed me. Color is not always the deciding factor, have someone believe in you is.

on college campuses, the problem actually is often that largely white and affluent populations, like fraternity members, are afforded more protection and benefit, so the fear of potential consequences isn’t as much of a motivation

There's lots of campuses with black only fraternities or majority student pops that this still happens. Stop trying to start a race war, this isn't about race. It's about the rich not facing consequences and the university protecting their fraternities due to money.
