Mostly it’s because they didn’t pay attention to the forecast and decided to go with a sweater when really they should have probably just stuck to a tshirt or even a tank top. This is that weird part of the year though where weather can fluctuate a lot from the beginning of the day to the end of the day depending on their region. It could be avoided if they dressed in layers and removed the top layer once the temperature rises.
