In economics, they call this a lost generation. Too much debt to where a culture cannot propagate its ways and traditions and judge the new generations that cannot participate and blame them but not cite why the debt kept on expanding benefitting older generations. Japan is a case study of this when their population shrinks and they blame the young rather than the layers of bad policy over the decades.
