I am old fashioned and like to take things slow, personally, so i could be super into a person and yet not feel quite ready to kiss them by the 5th hangout. That’s not a comment on you, just sharing a possible perspective for why he might not kiss you even if he is into you

He also might be trying to err on the side of caution/being considerate. Some guys hesitate if they don’t feel 1000% confident in the signs a woman is giving off (to avoid doing anything unwanted)
