if the race is red flagged will that count as a pit stop for the mandatory 2 stop rule?

It’s 30 seconds added on for every stop you haven’t done by the red flag. So if you’ve only done one of the two mandatory stops, you’d have 30 seconds added. If you did both, you’d have nothing added on, and if you did neither, you’d have 60 seconds added.

It’s meant to help prevent people from holding onto their tires before a red flag and make it safer for drivers, but I don’t think this will add anything to the race tbh

It’s really meant to encourage drivers to pit instead of holding out for a red flag in the hopes of having a higher spot. It’s hard to hammer an exact time for a stop but 30 seconds is a good equaling time to give to level it out.

so what happens if there is an early red flag. Everyone gets that 60 seconds and then do they have to pit twice again or nah?

From the F1 website it seems like this penalty only applies if the race is stopped and cannot be restarted.
