You could also call the police on him for assault and battery. Call the non emergency and make multiple reports on him.

I tried and it just made it worse. When I do it I’m yelled at and told to stop being rude, but when my brother does it my mom sits there and does nothing.

Unethical advice: hurt him in a way no one can see or prove the next time he does it. Wait til parents aren’t looking, pinch some soft part of him as hard as you can. School your face into neutral. Complain about him touching you as usual even as he starts wailing about the pain. Act like he’s lying to throw them off about what you’re saying. Manipulate, rinse, repeat until he stops touching you.
