Since you don’t have any five starts yet I would prioritize xinqui (idk if that’s how you spell it), sucrose, Fischle, and Bennett. They’re still useful in the game and can be used once you get a five star. (Also level up characters you like lol and chongyun is not bad if you need a cryo character)

Bennett. Apparently some people will say that he is like a five star because of how overpowered he is.

Does it change anything since I just got Beidou and Citlali?

Since you have citlali and Beidou I would say still level up the characters I listed. You could use citlali, Bennett, Beidou, and sucrose in one team together (a melt team) and that would work. If you’re not wanting to use Beidou I would use fiscle. (Honestly, building the four stars I listed previously you could mix and match depending on what you like.) p.s since you have citlali you don’t need to build chongyun.
