find a prebuilt online within your price range, take a screenshot of the parts in the affordable build, and then find the parts at your micro center

Micro center has pretty good value on motherboard, CPU, and Ram bundles. I'd start there with one of those bundles and then go from there with affordable GPU, cooler, chassis, etc.
