They’d always go younger if it were legal. Japan didn’t even raise their age of consent from 13 to 16 until 2023.

At the federal level, that is. Many prefectures did have local laws that raised it higher, like Tokyo’s being higher, often to at least 16 but many defaulting to 18 per the Child Welfare Act— so many people were definitely on board with it being raised. Not that it’s necessarily much better that way, though, as the legal system in Japan fucking sucks in general and works really well for child rapists, more so than the haven the US is has been for them…
