cup size is dependent on the difference (in inches) between your bust measurements (on boobs) and underbust (under your boobs). For each inch in difference, a cup size goes up. That’s why it’s confusing if your underbust size changed (which is normal with puberty and weight gain)

Truly, I can't explain it to you. There is no real system in my head. It's kind of just made for the smaller girls and then they've just been making up as they go for bigger chested people or anything other than skinny girls.
