not going to speak for him but it could either be he felt like he doesnt say it enough or lovebombing/planning to leave. thats just my experience but i say have a talk with him about it and try and clear things up and see what's happening

I say the best bet is bringing it up to him and having a sit down conversation. Pay attention to verbal and nonverbal cues like any tone differences, what he does with his hands while talking, and eye contact. communication is crucial for a lasting relationship!!
